Flea Beetle Collection - 20 Aug 2008

During July Council’s Noxious Weeds staff collected flea beetles at a property near Tarcutta.  They are a biological control for Patterson’s Curse and there were approximately 5,000 flea beetles collected.  They were released in areas throughout Lockhart Shire which are unlikely to be sprayed or affected by spray-drift and some of the areas included County Boundary Road near Wagga Road and an area opposite the Osborne Football Club.

Policy on Front Fences to Residential Properties - 20 Aug 2008

Council, at its July meeting considered a draft policy on the erection of front fences to residential properties within the towns and villages of the Shire.

The purpose of the policy is to determine a minimum standard for front fences throughout the Shire.  Accordingly, if you are considering replacing or erecting a new front fence it is suggested you contact Council for its guidelines.

Proposed Tree Preservation Order - Pleasant Hills - 20 Aug 2008

Council had given consideration to the introduction of a Tree Preservation Order (TPO) at Pleasant Hills and, following discussions, it is possible in the future that a public meeting will be called in Pleasant Hills to further discuss this matter.

Lockhart Showground Grandstand - 20 Aug 2008

Council gave consideration to tenders which were received for repairs and maintenance to the Lockhart Showground grandstand and has resolved to defer a decision on the acceptance of a tender or otherwise until its October 2008 meeting.

Council will be attempting to attract grant funds to assist in the funding of the grandstand works as Council noted that it has insufficient funds available for this project to proceed and, if the project is to proceed, significant funds from other sources need to be acquired.  Accordingly, the matter will be considered again by Council at its October meeting.

Inquiry into Urban Water Supply & Sewerage Services - 20 Aug 2008

Council was advised that Wagga Wagga City Council had proposed sending a supplementary submission to the NSW Minister for Water and Energy regarding that council taking over the water and sewerage operations presently conducted by Riverina Water in the case of the water supply and Lockhart Shire in the case of sewer services.

Council was advised that there was insufficient time for Council to consider the Wagga Wagga City Council’s submission and resolved that Wagga Council be advised that Council is most disappointed that their supplementary submission to the NSW Minister for Water and Energy was not circulated to member councils of Riverina Eastern Regional Organisation of Councils (REROC) prior to consideration by Wagga Wagga City Council.

Rail Level Crossing Closures - 20 Aug 2008

Council was advised that the General Manager joined a deputation of REROC councils including Wagga City, Greater Hume, Junee and Cootamundra councils on 31 July 2008, to express the affected councils’ concerns regarding possible rail level crossing closures in our particular areas.

The deputation met with the Director General of the Ministry for Transport, Mr Jim Glasson, and also the Senior Policy Advisor to the Minister for Roads, Ms Christina Newman.

The deputation was most pleased that the Director General of the Ministry for Transport has agreed to arrange a meeting in Wagga Wagga within the next 5-6 weeks and bring all relevant State government department representatives to that meeting with affected councils in order that all of the issues might be discussed at the one meeting.

Council is awaiting a date for when this meeting is to be scheduled.

Tourist Promotion - 20 Aug 2008

Council was addressed by Mrs Myra Jenkyn of Lockhart regarding the possibility of utilising land situated at the entrance to Lockhart Township from Wagga Wagga opposite the Lockhart Motel, to erect silhouettes around the walking track of examples of shearers, riding horses, driving a sulky, sheep, cattle, windmill, and perhaps kangaroos and emus to provide a tourist attraction for that area of the township.

Council agreed in principle with the proposal submitted by Mrs Jenkyn and congratulated her on her initiative.

Council staff will meet with Mrs Jenkyn in the near future to glean additional information and a further report will be submitted to the Council.

Lockhart Golf Club - Toilet Facilities - 20 Aug 2008

Council has received representations from the Lockhart Golf Club seeking financial assistance to provide new uni-sex toilet facilities at the Lockhart Golf Club at a cost of some $27,000. 

The Club is seeking grants from the NSW Dept of Sport and Recreation and other local community groups, and Council has resolved to place $5,000 in the 2009/10 Draft Capital Works Program for consideration by Council during its budget deliberations which will occur March/April 2009.

Council's Youth Officer - 20 Aug 2008

Council received advice that Ms Emma Jones, Council’s Youth Officer shared with Greater Hume, has accepted a position in Albury and resigned her position as Youth Officer with her last day being Friday, 22 August 2008.

Council resolved to forward a letter of thanks to Ms Jones for her contribution to the Shire.

REtiring Councillors - 20 Aug 2008

It was the last meeting for three councillors, being the Mayor, Cr Bruce Day; Cr Col Wiese and Cr Peter Campbell who did not seek  re-election for the forthcoming four-year term.

Councillors expressed their thanks to the three retiring councillors for the excellent manner and leadership they had provided for the community over many years.  Councillor Wiese has been a councillor for some 23 years, Cr Day, 17 years; and Cr Campbell, 13 years; which indicates Council has lost significant experience by these three councillors not seeking re-election.

Councillors’ best wishes were extended to the three councillors and they were invited to attend any council meeting in the future should they so desire. more ..

The Rock Main Street Upgrade - 20 Aug 2008

The main street in The Rock is progressing well.  The paving has been completed between Day and Emily Streets and is well under way from the Memorial Hall to the Fire Station area.  The kerb and gutter on the southern side of Urana Street has been completed from the pharmacy to Emily Street, along with driveways and new footpaths.  The paving, in particular, has improved the appearance of the streetscape immensely.

Lockhart Industrial Park - 20 Aug 2008

Council was advised that the road construction into the industrial park at Lockhart was commenced on 5 August and all necessary fences have been removed.  The power supply design work has been completed by Country Energy and quotes have been called for the construction.  Design and costs have been finalised with Riverina Water and construction is being coordinated with the road construction.  A pressure sewer system is being designed which will link into Council’s existing sewer in Drummond Street.  The commencement of the industrial park is considered a great boost for the economy of Lockhart.

Swimming Pool Safety - 31 Jul 2008

Council considered a letter from the Royal Lifesaving Society of Australia in which they advised Council of the “Keep Watch” campaign to enhance the safety of private, backyard swimming pools.

Preliminary figures for 2008 show that drowning deaths for the 0-4 age group appear to have almost doubled from the 2007 figures and have already exceeded the highest recorded rate over the past five years.

The “Keep Watch” campaign reminds backyard pool owners of the importance of restricting a child’s access to the pool area with appropriate pool fencing, self-closing and self-latching gates, and of the constant supervision of children when they are in or around the pool. 

Contrary to popular belief NSW drowning reports have revealed that the majority of drowning deaths in this age group occurred outside the summer months. 

Residents are reminded that if you are intending to install a backyard swimming pool that Council approval is mandatory to assist in ensuring that no child deaths occur in Lockhart Shire Council area.

Lockhart Showground Grandstand - 31 Jul 2008

Council was advised that with the completion of drawings and specifications for the remedial work required at the Lockhart Showground Grandstand, tenders have been advertised and will close on 1 August 2008.

A report on the outcome of the tenders received will be prepared for Council’s consideration at its August meeting.

National Trust of Australia (NSW) - 31 Jul 2008

Council received representation from the National Trust of Australia (NSW) in which they sought ongoing funding from local authorities throughout NSW.

The Trust seeks $5,000 from each council to counter the trend toward reduced State Government support.

Council has resolved, given that it has little involvement with the National Trust, to contribute $200 annually, to assist the Trust in its activities.

The Rock Agency - 31 Jul 2008

For the past three months Council has been providing Council services at The Rock Post Office each Thursday between 9am and 11am on a trial basis.

Statistics have been kept as to the enquiries and services which have been provided to residents from The Rock Post Office and given the very few persons who have used this service, the Council has resolved to discontinue having an employee at The Rock Post Office.

Revised Model Code of Conduct for Local Councils in NSW - 31 Jul 2008

The Department of Local Government has prepared a new Code of Conduct for councils throughout NSW.  The last model code was determined in early 2005 and review at this time was warranted. 

The Code of Conduct has a number of significant changes which will be complied with to ensure Council maintains transparency.

IPART Draft Report - Review of State Taxation - 31 Jul 2008

The NSW Government recently requested the Independent Pricing and Regulatory Tribunal (IPART) to investigate State taxation generally and two of the draft recommendations from IPART would impact considerably on local government and their communities.

The first recommendation is that councils no longer be exempt from payroll tax and this could result in local councils needing to pay an additional $180 million per annum, as estimated by the Local Government & Shires Association of NSW (LGSA). 

The second recommendation relates to councils fully funding fire services.  Presently, councils pay around 13%, the State Government 13% and insurance companies 74%.  It is estimated by the LGSA that to fund all fire services through council rates would cost the average ratepayer in NSW an additional $200 per annum.  The President of the LGSA has stated “this is taxation by stealth.  IPART has recommended not only slapping ratepayers with an extra $600 million per year in rates but hiding it in the annual rate notices sent out by councils”.  Councils would, in fact, become tax collection agents for the State Government to fund fire services.

Council objects strongly to these draft recommendations and has requested the Member for Wagga Wagga, Mr Daryl Maguire MP, to object to the draft recommendations by IPART to the Minister for Local Government.

Council was advised of the impending Council Elections to be held on 13 September, and provided details as to the conduct of the election which will be undertaken by the Electoral Commission of NSW.

Erection of Front Boundary Fences throughout the Shire - 31 Jul 2008

Given some concerns which have been expressed by residents throughout the Shire regarding the construction of front boundary fences, the Council has prepared a draft policy for consideration and comment.

The draft policy - Fences to Residential Properties - can be found on Council’s website or a copy made available from Council’s administration office.

Comments on the draft policy are invited and the matter will be considered again by Council at its August 2008 meeting.

Council received the minutes of the Lockhart Memorial Hall Investigations Committee held on 28 May 2008 and noted that the Committee has agreed unanimously that the Lockhart Memorial Hall Investigation Committee go into recess due to apparent lack of support and interest from the community.Council reluctantly accepted the recommendation of the Committee. more ..
